Could i upload a custom neighbourhood, and all people will be able to use it or not?

Charlotte, the custom neighbourhoods would have to be in SimCity 4 terrain files, not with all the houses, community lots, and character files.  Each Expansion Pack changes the way things are saved, and adds new things which people without your EPs will never be able to use.

So if you mean zipping up your neighbourhood folder and sharing it, no, that is definitely out.

well you can zip up 1 neighborhood and share it but it would be very large file and uploading/downloading would take a while or ages if you don't have a good connection.
