The problem is with the custom instruments you have.  Atavera had a mod in addition to the instruments that is needed for the instruments to be used properly.  

If you don't have that add-on, get it.  That may fix your problem.

If you have the add-on and the instruments, and getting this error, the add-on is not compatible with the EPs you have any longer (I think it stopped being updated with OFB).  You have the choice of living with the no perform and keeping the custom instruments, or getting rid of the custom instruments and being able to perform.

I got everything back to working. Before I uninstalled the game again. I took out the mod instruments to try it again. I still got the same thing happening just as with the mods. So.. I reinstall everthing. I still have all the items for OFB. Just won't use the neighborhood. Everything works great. To include the mod. instruments.
