The Deluxe version which includes sims Nightlife doesn't have the basic set up. Anyone here know how to install custom content onto this version?

I'm not sure what you mean. I have Deluxe and I just tend to install custom content via my Downloads folder.

No matter if it is the basic game or the deluxe version, there is never a Downloads folder included.

You either need to create your own typed this way precisely:  Downloads

or you can install one .sims2pack package and the game will create that folder for you.
