I have some question about beach lots
1) Can you make it in any neighborhood?
2) where you need to put the lot to have a swimable ocean?

You need lot space close enough to the ocean to build a beach lot. I'm pretty sure the neighborhood that comes with OFB (Blue Village, I think) will allow it, but most of the other old maxis 'hoods don't have roads positioned close enough to the water. You can look online for custom neighborhoods that people design specifically for beach lots. I've noticed a few of them at MTS2.

I have created beach lots in neighbourhood that came with OFB, and they work really well
