How do I install custom Sims in my game?

I download them.

I extract them into my downloads folder.

What else do I have to do to make them show up? Will they go to a certain neighborhood or should they be in the Sims bin no matter which neighborhood I'm playing?

You extract the rar and then doubbleclick on it,then install.You'll get them in the CAS or in the bodyshop.
