Force delete actions?

I've got a baby that can't grow up because before age transition is a canceled "cuddle" action that is crossed out but won't disappear. It is now preventing the baby from aging since "age transition" repeatedly appears behind it. I hadn't used a cheat or a mod to make this happen, though the inSIMenator is the only think keeping this kid alive (refresh). I was able to figure out the cause of the problem by making the baby selectable.

The baby cannot be picked up by anyone, so do any modders know how to cancel or force delete actions? Right now the "cuddle" action is stuck at the crossed out red X, but won't disappear even if I click on it.

Try to use the moveobjects on cheat, delete the baby, save and go back to neighborhood and reload the lot.

The baby should normally be waiting by the mailbox all reset.
