I've tried walls without roofs and it still does the same thing! I have removed my download folder and tried it and it still happened.  There is nothing interfering with the walls as I tested via placing a new section of wall outside the house and putting a maxis window in it!  
No cheats are activated.  Although my windows won't go in at all when I first enter the lot but work with boolProp snapObjectsToGrid True.


And I was not NOT answering your questions I thought I had already covered it in what I said!

:scratch:  Hmm... do you have any configuration mods in your game? (like replacement ".txt" files that add new wall types, enables foundations to use doors/windows, etc.)  

If not, you might have something up with your user startup cheats... quoted from MTS2 Wiki Game Help section:

If you switch the cheats off but then find that your objects will not snap to grid when you restart the game, then you most likely have a userstartup.cheat file with the cheat code in it. To delete the file, or to just remove the snapObjects/moveObjects lines from the file, please see Game Help:Userstartup.cheat.
 

Not sure if this is what's going on, but it's worth a shot.  :angel:
