Seeing The Neighborhood from The Lot?

I Feel really stupid but i haven't played sims in two years.
I was wondering how are you able to see the neighborhood from a lot?
Do you need a EP? Would you be able to see the neighborhood from a lot if you only have the Seasons EP? is there any other way to without the EP if one is needed?

see the neighborhood from a lot?

do you mean other houses, decorations, ect. that are nearby?

because if you do, you can click "options" and go in the graphics section there's an option to see neighbors (as in nearby houses) and another to see decorations (nearby decorations), and then voila!  you can see other houses and decorations from your lot

that's a feature that came with one of the expansions, Nightlife, I believe.
