Custom neighborhood freezes while loading

I have tried removing my "downloads" file, deleting all cache files, and patching my game, even reinstalled...nothing helps. My Maxis neighborhoods load just fine. My custom neighorhood will begin to load and, about 1 minute in, the hour glass will stop turning, (mouse still works), the screen freezes and the only way I can get out of the game is to restart manually, (unable to even CTRL+ALT+delete). I've had this problem for about 2 weeks and am SICK about it. HELP!
