Hi there, on Bon Voyage cheats topic which was released:
setLotLightingFile [file name]
Allows the player to create a new lighting file with specific lot lighting values. Used to make special light settings per lot.
May someone tell me how it works? Where is the file that modifies the ilumination, and how can I do this? I got very curious about this, thank who can tell me. =)

Yeah i would like to know this as well! It seems that EA/Maxis wanted the sims in darkness lmao
