You can do that on any beach lots.  You need to place those lots though since other then in vacation hoods, there are none place by defaults.

Look for them in the "special lot section" under the lots & houses bin.  They need to be place near water for them to work properly.

Also, be aware that any beach lot you design may only be used once. Even though you can bin a beach lot, it will not function in any other setting except its original one.
