OFB: I cant promote my employees

How do you promote your employees. I click on the employee, then management and there is no promotion option. Are their certain requirements that have to be met before you can promote an employee?

I think they need a badge(not sure if has to be gold,silver, or bronze). The game only let me promote my employees when the had a badge.

It must be gold. The employee Im trying to promote has two bronze badges and one silver.
