If they do not, than is there a hack that would allow in-game born sims be born with CC? Thanks!

well, if you've got seasons or bon voyage (maybe pets, but I'm not sure) they can get CC hair when babies grow to toddlers. mine does, at least. they're also born with CC skin if their parents has got CC skin. clothes you can easily change, and hair or makeup you can add to them using a mirror (parents has to take toddlers to a mirror).
