no talk interaction and other interactions disappear.
free will has turned off - tried changing in options seems to be set correctly.

tested it may only be males.

Your hacks are not updated for BV. Go to simward and download the hack conflict finder.
http://www.simwardrobe.com
The program stays on your desktop, and from there check your Downloads folder. See the report, and delete the conflicting hacks/objects.

Umm the hacks are for updated for BV - I use freetime and I haven't had this issue (This is on behalf of my sister - in - law) who doesn't have the internet.

Looks like a mod conflict or one that is not the right version for the latest ep she has install.

Ask her to remove ALL her downloads (moving the downloads folder to desktop).  If her sims can interact normal and talk without her downloads folder it means it is something in that folder causing her problems.

She can also delete the groups.cache file located in the sims 2 folder, sometimes it helps.

okay because I used the same stuff before I got Freetime and it worked fine....
Just did the Hack conflict detection utility on my PC which has the SAME hacks and no problems!
Will try tonight and toddle across the road to see....

There could be some CC she has which you don't. Try doing what MissDoh suggested and remove all the cc and see if the game runs fine. I'm almost certain it's something in the downloads folder causing the problem.
