I don't know how or why it's happening, but I don't want it to. It seems to be affecting all of my houses with basements. It is kinda funny though.

Did you install Clean Installer??  Because that helps with the bugs if you download things or it might just be a glitch.  That's weird, haven't had that happen before.

I've checked all my mods and they're all free time compatible, and I discovered it only happens under the foundation, if you lower the terrain outside of the foundation it wont fill with water by itself. I have also quit and reloaded the game, moved the lot etc. more pics, house looks normal from outside but not from neighborhood view.

I'm not very good at these things but the sim doesn't swim in it right?  So it might just be some sort of glitch.  I think mine has that but I just don't get in the basements.  I'm sorry I'm no help!

I'll figure it out eventually, my sims just walk in it like the water isn't even there It wouldn't even upset me if I hadn't just built the house today.

This happens to me as well since FT, though it apparently was a BV issue due to the new water lot features(I don't have BV).  It's due to the water table in the neighborhood.  If your lot is in a low lying area, digging will hit water.  See this for a better explanation: http://www.sims2wiki.info/wiki.php?title=Game_Help:Water_in_Basement

Thanks for the help =p, I thought about that but I really didn't think the game was so complex as to actually have a "Water Table" like in real life.
