trouble with neighborhoods

I am having trouble getting my neighborhoods to show up in my game!!! I am doing exactly what I am supposed to do, and following directions, and they just won't show up! what am I doing wrong? I am looking for Islands and Beach neighborhoods for my beach houses. maybe you could also point me in the direction to some beach houses on this site too?

Did you put them in your downloads folder?If so,that's the problem.You should put all the files-including the pictures-in the SC4 Terrains folder.:DIf you put them there already,I can't help you.
