Recolouring Objects Not included in the game..

How would I re-colour an object that was created by another person? Can it be done in SimPE's object workshop?

That depends if the original file contains a ''material override file''
see screenshot.
If the package doesn't contain one recoloring will be hard.
If it does contain one you open the object package with the object workshop and choose recolor.
