Someone help me be able to go "out of bounds" when building. I know I've been able to do with fencing outside the boundaries of the property before, but I don't know what I did. I see, too, that others are able to do it.

I thought it was "move_objects on" but its not.

Any suggestions?

I found this on Yahoo Answers -

press control shift and c
type move_objects on
press enter
press control shift and c
type map_edit on
press enter
click on the tiles you want to be able to build on.
press control shift and c
type map_edit off
press enter

hm, okay, "boolprop map_edit on" worked. But it only is working at the front of the property. Am I doing something wrong?

Walls and foundations cannot be built parallel to the edge within two squares of the edge.  Just the way the game was designed.  Fences are fine, but not walls and foundations.

The LotAdjuster on MTS2 will help get over this restriction.  You actually build on a lot bigger than the size you want to you can build up to one square away from the future lot edge, then shrink the lot.  Instead of two squares between the edge and the building you have one.  Not perfect if you want to build row houses, but easier to mask.
