How do I move in please help!

I'm tryingt to move my sims into a block that says for rent but when I try to move them in, it then says that they can't is there a way you're supposed to make them available or something? help please

As far as I know, either the apartment you are trying might be occupied already or your sims do not have the sufficiant amount of money to move in that unit.
