If I make my Own Sim Can He be a Roomate

When looking for possible roomates I am never given the option of having a roomate from my sims bin. Is it possible to have a roomate that I myself have created without having them "move in"?

Playable sims cannot be roommates. You could use a mod or cheat and change the sim to be a townie then ask the sim to be a roomie. But if you want the sim to remain playable, move in is the choice.
