Ctrl + shift + c is not working for me. This means that I can't create an apartment because I can't change the zoning. Boolprop... cheat isn't working, so I can't test things. Is anyone besides me having this problem? I haven't gotten this to work since I installed the game. I even uninstalled it and reinstalled it and that didn't work.

Try to hit the command keys (ctrl+shift+c) when you're not playing. The program that respondes is the conflicting one (at most times) afterwards locate the progrem via start->all programs->right click and choose attributes (mine says egenskaper since I'm norwegian it's locatrd at the bottom) and open this then you will be able to change the command to none and the problem should be solved.  Hope this is helpful! Good luck!
