You need Pets to get the spectral cat? That sucks since I don't have that EP. But when I browse neighborhood in SimPe I see a couple of cats in my NPC list. (I think they're NPCs.) I thought that odd lacking Pets and all. But they won't show up in game even though their data seems to (somehow) be there? Strange.
