how to stop sims

I move a family in a apartment the next door sims wont leave me alone I try to pay the person off that doesnt work I dont get how a other sim in a other apartment can cause so much problems??? is there a gitch??? or that other sim got problems???

Click on the family's door and select "Disalow Lot visitors" or "Allow Household Only"
