SimPE? And where do I find it?

I am at a total losss here. What the heck is SimPE and where do I find it? I want toget Maternity clothes for teens and and i found a really good posting on it but I have to have SimPE. I have never heard of it or even know if its something I already have. I am really slow on figuring these things out so if anyone could give me a detailed reply on things such as do I have it already and if not where can I get it and also any other pertinent info. I am sorry if this question belongs somewhere but I joined this site last night and so I am pretty new to this all. I would put it in another forum if I knew what it was. Thanks to anyone who can help me...
