does this mean i don't have to hire a nanny to watch my children

Only if your Sim isn't friend/best friend with another Sim in order to ask him or her to watch your kids. If that friend isn't visiting the lot, then you can call your friend up and invite him or her over. Then ask that friend to watch your kids.

Otherwise, hire a nanny if your Sim has to work late at night (generally after 10 PM) or leave early in the morning for work (generally at 4 AM until about 8 AM).

I fixed the problem with the babysitter leaving when the kids are sleeping.

I think this conflicts with other nanny mods - I had teen nanny mod and no fun removing school mods which stopped working for me and I couldn't ask a friend to babysit for me. Had to use boolprop to make him selectable so he doesn't leave
