Gameplanet posted a big interview with Associate Producer Grant Rodiek. Interesting is that he says the Sims 3 is delayed for several reasons, like to to polish and tweak it and be able to release it together with the Mac version.

They are conveniently dodging the question about SecuROM, I can see. Fortunately, I can tell you that I *DO* know.

What they are going to do: FIRST, the new SecuROM will include the new Splotch "ET Phone Home" feature. However, this is not ALL! They will still check the CD anyway!
