EP1 required:Dorm Cook on any Lot

I've put the hack in the download folder, but still the cook is not showing up in my residential lot...Sorry to ask but i'm still new at this, how do I make the cook to show up?

Like on Univeristy lot (dorms), you need the special stove, a trashcan, a counter with a sink on it and at least 3 island counters in front of the stove so the cook (cafeteria worker) will show up.
