To download anything from this site, all you need is winzip (for files ending in .zip) or winrar (for files ending in .zip and .rar).
 
Once you open the file, move the contents to your Downloads folder.  Your Downloads folder is typically at:
 
My Documents\EA Games\The Sims 2\Downloads

You should also download through IE, Firefox, or Opera.  Download accelerators, MSN and AOL won't do it.
