How to use flowerbed fence?

I use the flowerbeds for my, lol, flowers but my sims or the gardener can't water the plants or do anything to them. how do you guys use it?

i would put four flowers in like a little box and the flowerbed fence would enclose them, that's how i use the fences. any help or insight would be appreciated by my plants:) thanks!

I`m using perfect plants hack by JMPescado, Inge Jones has it too on simlogical :D

perfect plants mean they don't need water or trimming?

Yeah. If you get it you don`t have to care about the plants :)
