Not that I know of. Shoes are part of a whole outfit. it is all on the recolor file. the only way to change the shoe is to recolor the outfit or download outfits that have recolored shoes.

Let me guess.  If you ask you mom and she says no, then you ask dad hoping he'll say yes?

Shoes are part of the outfit/bottoms.  You can change them by changing what they are wearing though.
