It doesn't show up on the first "page" of sim options most of the time.  If you have "more..." at the top of the option wheel, "Ask..." is most likely there.

I noticed this happened to my game. It started after I installed some new custom contents. I can't remember which one it was. I suggest back tracing and removing any new contents you added to see if that fixes it.
