I was wondering if anyone knew how one could get the video preview/neighborhood pictures to go with a custom neighborhood like the ones at Maxis had for their neighborhood?

the above tutorial Auronette linked to is an excellent one which shows you how to set your own pic in the neighbourhood menu.
However, it is not possible to customise the menu to show a vid (like in the pre-loaded Maxis hoods) at this time

For whatever reason I haven't been able to take pics in neighborhood view. I have gunman's camera hack, could that be the problem??
