Is it possible to convert a neighborhood back to it's default one?

yes - but it is a rather delicate matter.

If you have custom neighbourhoods you wish to retain, this is NOT recommended! If you have at one point or another deleted the original neighbourhoods (Pleasantview, Strangetown, Veronaville, Riverblossom Hills), then this should not be done!

You can do all of them at one time - but doing just one is a matter of some work and luck.

If you want to them all at once, you need do no more than delete the neighbourhood folder, and the game will restore the originals.

the originals are stored here:

PCs:
C:\Program Files\EA GAMES\The Sims 2\TSData\Res\UserData\Neighborhoods

If not C: then whatever hard drive is your primary installation drive.  The location on Macs is similar but may be customised.

the saved neighbourhoods you have are stored here:

PCs:
~\My Documents\EA Games\The Sims 2\Neighborhoods

If you do this manually: Make sure you COPY the folders, do NOT move them.

If you have retained all the original neighbourhoods, replacing one is easy: In Windows Explorer you delete the saved copy from you My Documents folder, then merely copy the corresponding N001, N002, or N003 from the installed files.

The G001 neighbourhood from Seasons EP is stored here in the installed files:

PCs:
C:\Program Files\EA GAMES\The Sims 2 Seasons\TSData\Res\UserData\Neighborhoods

NOTA BENE: the NeighborhoodManager.package is tricky!

If you do not have Seasons EP installed and do not wish to preserve your custom neighbourhoods, then you need only copy the one from the installed files here:

PCs:
C:\Program Files\EA GAMES\The Sims 2\TSData\Res\UserData\Neighborhoods

If you do have Seasons EP installed and do not wish to preserve your custom neighbourhoods, then you need only copy the one from the installed files here:

PCs:
C:\Program Files\EA GAMES\The Sims 2 Seasons\TSData\Res\UserData\Neighborhoods

SimPE has a tool of dubious efficacy that may or may not help add a neighbourhood to the NeighborhoodManager.package.  It comes with a clearly worded warning that this may render your game un-playable, so it is not recommended.
