Elevator Problem

Why cant i build an elevator?Do i always have to use move_objects on cheat to achieve this?I put the elevator to the first floor it fits but when i try to put another elevator on it it says"it must be on terrain or something"what's the matter with that?

Putting in elevators is such a pain ... everything literally has to be perfect it seems.

Have you made sure that you have the upstairs built completely? Walls/floors? If there isn't a floor down on the second floor, it will say it needs to be placed on terrain.
