Make them in CAS and move them in! You can change your sims appearence by using the mirror or by using the InSIMenator. If you want to change their skintones you will need SimPE and I have no idea how to do that. I am sure there are tutorials out there though. Smiley

Choose create a family and the games body shop will open that is where you create your sim.And for the ones you already have go to the mirror and choose change appearance.

If you want more fine-tuning capabilities than the in-game CAS has, you can create sims in bodyshop, then in CAS click the icon that looks like a group of people standing together (they'll be sorted in CAS by age and gender so make sure you preselected the right age and gender before clicking that button). Then, when you've found the sim you made in bodyshop, you can chose their clothes (regular, formal, undies and so forth), do any further tweaking, set their personalities and aspirations etc.

When you finish creating your family, you'll find them in the families bin in the neighborhood screen.

I suggest reading the little booklet that came with the game or getting (and reading) the players guide.
