I still don't know what triggers it, but a gypsy worker comes and delivers a lamp with the genie in it.

If you kept the new neighbourhood, there's one (a lamp that is) in the Aspyr's loft I believe

From what I understood it is random.

Each night the game will calculate the odds and the gypsy might come and leave one.

The chance is increased by having sims with high hobby enthusiasm and LTA meters.

with the BoolProp cheat, you can fill an entire room with genie lamps or Voodoo dolls! Yay for clutter!

the cheat is "boolprop testingCheatsEnabled true". :3 Without the quotation marks, of course. Also, you might not have to have the capital letters, but some computers do.
