I don't know but would like to know myself because in my new neighborhood this has just shown up - last night.  It's just a weird blue shape in the middle of the 'hood.

that happens when you're missing the proper terrain paints.
You should check the files you downloaded to see if the terrains
are included.  If not- check the site where you downloaded the
lots from to see if they give you any clues to where you can
download the proper terrain paints.
Nothing else will fix these lots.
You will however need to demolish the lot and I suggest that you delete the
house from your bin and re-install it as well- once you've installed the correct
terrain paints.

The weird thing for me is it's in the middle of the street and both sides of the road.  It's just strange.

I'm not really sure what the problem that you're experiencing could be,
zolabee. Perhaps you could post some pictures of what's happening.

I know that flashy blue items means there is no mesh, so just delete.  I don't know about floors -

Someone also suggested maybe whatever ep or stuff pack it was made with that you don't have.  Delete is your friend - sometimes anyway.

No mesh is not necessarily the problem.  I've gone into lots and the flashy blue was happening on Maxis items.  I've found no rhyme or reason as to why it happens since I'll enter a lot and everything will be fine, but the next time it has flashy items, and then the third time just fine again.

Selecting the design tool in buy or build mode, clicking on the flashy item, then canceling the redesign has fixed most if not all the problems I've had.
