First you must get SimPE. You can find it
here. Once you have SimPe installed. You open the neighborhood where your sim is living. In the menu, choose Sim Browser, find your sim and click. The plug-in view at the bottom will show your sim. Go to tool, and click neighborhood, then sim surgery. On the left there's a menu of sims to select from, choose your sim. On top of sim surgery, theres a action called "extract sim". This will package your sim and move them to "Saved Sims" in your Sims 2 folder. Hope that helps, and good luck!
