So.. How can i import N'hoods from Sims 2 to Simcity 4 to edit them, and then put them back in Sims 2?

You can't export neighborhoods from TS2.  What you can do is copy the .sc4 files under SC4Terrains and paste them into the SimCity 4\Regions folder to load them into SC4.  Or maybe there's an import function.  It's been so long since I've opened up SC4 I can't say for sure.

But in any case, it will be just the terrain.  No houses.  No sims.  No existing neighborhood.

After you finish your edits, copy it back to the SC4Terrains folder and then you can use it to create a custom neighborhood.  Any neighborhood you had based on that terrain will remain unchanged.
