Yes a blue screen can indicated a graphical problem. Try to make a dxdiag to see your computer specifics.
But if it's really a graphical problem you shouldn't have problem with only one house. I guess at least.

They are stuck in the pirate ship ? Can you select one of them and try to choose "move here" out of the ship ? If you can "see" them you can try to delete them with moveobjects on and to save. Get out of the lot and return. They should be in front of the beach.
It's a community lot, so there isn't a delete option. If you have the Insimenator you can allow buy and build modes which will allow the "deletion" then.

A red flashing ? Try to update your graphical driver but it's strange that it's only on one house.
