How do you know which house goes to which lot and which lot number is which? Just wondering.

Lots/houses can go anywhere in any neighborhood, as long as you have the room/space.

The lot description should tell you how big a particular lot is (1x1 up to 5x5), so you can estimate where it will fit. 

Be careful putting big lots on narrow terrain features (like the embankments in Veronaville) because the game will "pull up" the terrain to support it, possibly narrowing or blocking a canal.
