If you get a trial of any good photoshopping programs, and are snappy with editing (so you're trial doesn't run out) you can acheive brilliant effects.
If you have Windows Movie Maker, there are three sets of effects - Old, Older, Oldest. They are standard - if you want to keep it the same throughout the movie - but if you edit the photo first (e.g blur or colorize) then you can acheive different effects throughout
