It's been in the game since the beginning, some sims would do it while idle but you couldn't make them do it, with this hack you can :B

Yes this requires EP1 or greater
since you have EP3 you are all set.

They should, I think sims gain cleaning skill anytime they clean something.

Yes neat sims will wash & lazy sims will look out if their comfort is low I have only seen elder sims look out autonomously.

My adult sims do look out autonomously, but that's quite rare... well, not any more!
