No, the casting time wasn't checked for these spells.
 
However, the Evil witch will take longer to cast a Good spell, and the same goes for the Good witch. When both Good and Evil witches cast Neutral spells, they take slightly less time to cast those spells than the ones opposite their alignments.
 
Maybe Squinge can make an alternate version to make it faster to cast or not. There's alot of factors involved with the mod, let alone make them all work for all alignments. It's really up to him if he wants to do it.

Can you be a neural witch and be able to cast good and bad spells?

Yes, Neutral witches can cast both Good and Evil spells. All of the spells were unlocked for all three alignments.
