boolprop snapobjectstogrid false

^^

then change false to true when you want to turn it off

The cheat might work, but it may make one pram stand on top of the other - if it does, and you have  the invisible tray recolour and OFB, then try putting one pram on a tray and this may let you move them closer together.

Try using it in conjunction with moveobjects on. Having snapobjects off will allow you to fine tune the position of an object or sim without it snapping from one grid to the next, but you may find yourself unable to move objects to certain places because the game automatically has move objects off. Using the snap objects cheat alone in this case won't work.
